Major food producers, investing money in their development, ensure not only food safety of the city but also new technologies, jobs, taxes, and development of the local business-environment. That is why Moscow authorities arrange good conditions for these producers and support them granting the status of an industrial complex.

The status of an industrial complex is assigned to an enterprise for 10 years and should be confirmed annually. It reduces the scope of the producer's obligatory tax payments by up to 25%. The company receives tax benefits and the opportunity to further develop its production.

Judging by the large number of major profitable enterprises in the sector the food industry is one of the key industries in Moscow. At present 21 out of 61 Moscow industrial complexes belong to the food industry.

What is necessary to obtain the status of an industrial complex? The enterprise must use land and

production areas efficiently, invest in its development and provide the employees with good working conditions. Almost all the holders of this status are well-known major companies, with a solid reputation and a long-standing business history.

According to the statistics, 1 rouble of tax benefits for industrial complexes results in 5,5 roubles of private investment and a 3,1 rouble growth of paid regional taxes. Only in 2018-2019, the food industrial complexes invested 9,5 billion roubles in the Moscow economy. And the number of people employed in the complexes reached 23, 000 by the end of 2020.

- By the way -
The enterprises with the status of industrial complexes saved 183 million roubles on land lease in 2020.

The money saved by the benefits is invested in innovations. In the case of the food industry, it means that Moscovites have better, healthier food. Perhaps you've tried chocolate, produced by the latest technological process, and sausage, made by robots. Both are the results of innovations in the Moscow enterprises.

The complexes Krasny Oktyabr, Rot Front, Babayevsky are the pride of the Moscow confectionery industry. They are part of the United Confectioners holding, enterprises known for constantly improving their production processes. For example, the factory Rot Front launched a cocoa bean processing line in 2019; high-tech equipment makes it possible to produce more delicate chocolate.

Installation of a new line producing chocolate with fillings is another important project for the holding. This innovation will lead to completely new products on the confectionery market. The factory plans to create nine new chocolate names of the legendary brands Alenka and Babayevsky. The same chocolate bar can have several fillings without mixing, such as milk, jelly, nuts, caramel, etc. The estimated capacity of the new line is over 3,600 tons of chocolate per year.

Cherkizovsky Meat Processing Plant produces nearly 10,000 tons of products per month. The company's equipment is being updated. Modern facilities were introduced, such as smoked meat slicers and vacuum packaging and modified atmosphere packaging machines. Also, meat snack production has been launched this year. Every month the plant sends for recycling more than 70 tons of waste material.

Wimm-Bill-Dann is another major industrial complex. Its enterprises, Lianozovsky and Tsaritsynsky dairy factories maintained their production figures during the pandemic period due to digital technologies. The factories are equipped with foreign facilities which must be duly serviced, and this requires a specialist to come from abroad. This problem was solved by smart glasses and technology You see what I see. Using the builtin camera the factory employee can video broadcast to any part of the world and get advice from a remote specialist.

Benefits for industrial complexes:

  • 80% lower rate of land tax;
  • 80% lower land rents;
  • 50% lower rate of property tax;
  • regional part of income tax is 13,5% instead of 17%.
